Why do I have to add a gateway before I add a Zigbee device?

Zigbee devices themselves do not have internet connectivity and need to be paired with a Zigbee gateway and the cloud for network connection. Meanwhile, when connected via the gateway, even if the home internet is disconnected, the devices can still operate locally.
